- 1990 map: Figure 4A-2 is labeled "Map Source: City of Escondido, 1990." It identifies Kit Carson as neighborhood 18 and Tier 1.
- 2005 report: The map appears in the February 2005 East Valley final EIR. The report date is not the map date, so this page preserves both.
- 2021 usage: A January 2021 preliminary hydrology report says its project site falls within the Kit Carson Neighborhood and describes the neighborhood as Tier 1 under the General Plan Growth Management Element.
The 2021 reference shows later use of the name. It does not by itself prove that the 1990 map is a current regulatory boundary or that its lines remained unchanged.
Boundary Context
The reproduced map is a static planning illustration, not reviewed GeoJSON or parcel data. Escondidopedia does not trace it, draw a Kit Carson boundary, or decide whether a particular address lies within the neighborhood.
The project-site statement in the 2021 report applies to that report's site. It is not a general rule for deciding whether other properties or places belong to the neighborhood.
