The Zoning Administrator enforces the Escondido Zoning Code. Duties and responsibilities include reviewing and considering applications, enforcement of zoning ordinances, and making determinations to the extent permitted by Section 33-1319 of the Escondido Zoning Code.
The Zoning Administrator is authorized to consider minor conditional use permits, variances, reasonable accommodation requests, some grading exemptions, and proposed modifications to an approved Precise Development Plan.
Public Hearings and Notices

Public notices include the project name, associated permit types, and a general explanation of the matter to be considered.

Records and Appeals
The Zoning Administrator announces and records decisions, may continue matters, or may defer action to the Planning Commission. Zoning Administrator decisions are filed in the Planning Division.
Zoning Administrator actions may be appealed to the Planning Commission within 10 calendar days under Section 33-1303 of the Escondido Zoning Code. If no appeal is filed, approval of a permit or application becomes effective on the 11th calendar day after the decision date.
